What is the full form of BDC?
The term BDC stands for Block Development Council, which is called क्षेत्र पंचायत सदस्य in Hindi. It is also called Block Development Committee in many places and government offices. The main function of this council is to select the Block Chief. Now we will know what is a Block Chief? He is a Block Chief who decides that how much money should be distributed to which head of which panchayat for which purpose.
Now, do you know where this money comes from? First from the central government to the state government, then it is distributed by the state government to the Panchayat Raj Department, the Panchayat Raj department gives the money to District Magistrate (DM), then he gives it to BDO, finally, this money is distributed by the BDO to the Block Chief.
BDC election process
A provision has been made for Panchayati Raj under Article 243 of the Constitution, under which both Gram Sabha and Gram Panchayat are constituted. If we talk about Nagar Panchayat, then it is such an area, which is neither completely city nor completely town. Such areas are called Nagar Panchayats. Block Head, Panchayat member, the village head, BDC, etc. are elected under a Nagar Panchayat.
If we talk about the election of BDC members, then they are selected by election process. Under the BDC election process, first of all, the BDC candidate has to submit his application to the district election office. After this, a chosen symbol is fixed for the candidate by the office.
The election is conducted by the State Election Commission on a predetermined date. After this, the votes are counted and the BDC member who gets the most votes in the counting is declared as the BDC member. After this, a certificate is given by the Returning Officer. After this, the oath is administered to the BDC member by the Presiding Officer, Gram Panchayat Secretary.
Salary of a BDC
By the way, BDC does not get any honorarium. But if he is an active BDC then he is given allowances for attending the meetings. The BDC has direct access to the Block Head and it is the Block Head who decides how much fund should be given to which BDC for development works.
Objectives of BDC
- The BDCs of a particular area together elect the Block Head.
- To use the funds recieved from the block head for the development of his area or ward.
- BDC can take 20% of the funds for the repair of pavement and pipe of his ward, if the Block Head wishes.
- Work related to drinking water like installation of taps and repair of taps.
- BDC can take 20% for Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) related works.
